The wholesale acquiring licence much of the Australian fintech payments layer actually rides on — including Zeller and Shift4.

About Cuscal

Cuscal is an ADI and a principal acquirer, and structurally one of the most important payments entities in Australia — while being almost invisible to merchants. It was renamed from Credit Union Services Corporation Limited in December 2005, with origins traced to 1966.

The evidence for its role comes from its clients’ own disclosures rather than its marketing. Zeller’s Australian terms name the card scheme acquirer as Cuscal Limited, and Shift4 in Australia states that payment services are settled via its licensed partner Cuscal Limited, AFSL 244116. In other words, two of the most visible brands in Australian card acceptance are operating on Cuscal’s licence.

It does not appear in the RBA’s least-cost-routing acquirer tables, which is a useful illustration of how those tables understate the market’s real structure. Cuscal completed its acquisition of Indue following ACCC clearance in October 2025, and Indue now appears as a division of Cuscal.
