A processor and facilitator in Australia rather than an acquirer — its Braintree agreement names NAB and Fiserv as the acquirers of record.
About PayPal
Braintree’s Australian payment services agreement, effective 1 November 2024, names two acquirers — National Australia Bank Limited and First Data Merchant Solutions Australia Pty Ltd — and splits PayPal’s own role by route. Via NAB, PayPal acts as a payment processor and the merchant has a direct agreement with NAB. Via First Data, PayPal acts as a payment facilitator.
There is a nuance that catches people out: PayPal Australia Pty Limited IS on APRA’s ADI register, under providers of purchased payment facilities. That relates to its stored-value wallet, not to card acquiring — a textbook example of why the APRA register must never be read as an acquiring proxy.
Braintree is named in the RBA’s card-not-present least-cost-routing table, which again shows the RBA using the word "acquirer" loosely across true acquirers and facilitators alike. The Australian entity is at Level 24, 1 York Street, Sydney.

Merchant facility
PayPal sells a merchant facility under somebody else’s acquiring licence rather than holding one of its own. That is not a knock on it — it is usually quicker to get started on — but it is worth knowing which you are signing.
