Tied, and the licence behind it depends on which side of the Tasman you are. Shift4 acquires in New Zealand; in Australia it is Cuscal-sponsored. Do not carry the status across.

Shift4 in Australia is the business that was Smartpay Australia, rebranded after acquisition. The name is new here; the merchant base and much of the operation are not.
The thing to get right is the licence. Shift4 is an acquirer in New Zealand and Cuscal-sponsored in Australia, so a statement about one country does not hold for the other. Marketing material written for the group tends not to make the distinction, and it is the sort of detail that only matters when something goes wrong.
The gateway is tied either way — a merchant takes the checkout and the settlement together.
What it costs
Shift4 does not publish gateway fees for Shift4. The merchant service fee is negotiated on your volume and card mix. Find out what yours should be.
