One of the three card networks designated for regulation by the RBA, and one of the two international debit networks co-badged on Australian dual-network debit cards.
About Visa
Visa is a four-party scheme: it operates the network and sets the rules and interchange, while separate institutions issue the cards and acquire the merchant transactions. It does not hold the merchant relationship itself, which is what distinguishes it from a three-party scheme such as American Express.
Its Australian business runs through Visa AP (Australia) Pty Ltd in Sydney. Visa credit was designated for RBA regulation in April 2001, Visa Debit in February 2004 and Visa prepaid in October 2015, so all three sit inside the interchange standards and the surcharging reforms taking effect 1 October 2026.
On the RBA’s December quarter 2025 figures, the average Australian merchant fee was 0.96% of value for Visa credit and 0.55% for Visa debit. Visa also gave the RBA a tying-conduct undertaking dated 8 June 2023, an Australia-specific commitment worth knowing about.
